feat: Route OpenRouter requests via Nebius with FP8 quantization

- Added OPENROUTER_PROVIDER_PREFERENCES config
- Prioritizes Nebius provider for better availability/speed
- Uses FP8 quantization for quality/speed balance
- Falls back to other providers if Nebius unavailable
